fix(docs): replace dead Uber Ludwig blog link with project repo in 14 translations
The Uber Engineering blog post `/ludwig-v0-2/` (404) cited the original
Ludwig v0.2 announcement. Uber migrated their blog; the canonical
home for the project is now the GitHub repo `ludwig-ai/ludwig`
(verified 200). Replaces the dead link in all 14 translated index.md
files to keep the credits accurate.
