docs: add Simplified Chinese README (README.zh.md)
Add a complete Simplified Chinese translation of the README to make
FastAPI more accessible to Chinese-speaking developers.
- Translate all sections including features, installation, examples,
sponsors, performance, and dependencies
- Preserve all HTML structure, images, links, and code blocks
- Use consistent technical terminology throughout
