ENGR_SMITH d6ac7b286e Fix broken links in translations: newsletter, release-notes, fastapi-people - Replace relative link to release-notes.md with absolute URL in deployment/versions.md across all 12 translated locales (de, es, fr, hi, ja, ko, pt, ru, tr, uk, zh, zh-hant).
