Add support for HTTP QUERY method 

- Add query() method to FastAPI class in applications.py
- Add query() method to APIRouter class in routing.py
- Implement QUERY method following existing HTTP method patterns
- Add comprehensive test suite for QUERY method functionality
- Support request bodies for complex queries as per IETF draft
- Include proper OpenAPI documentation and validation

Resolves #12965
